Centralize loading of db.properties to one place
...
There is now a method DbProperites.getDbProperties() that will load the
db.properties in one place and do the proper decryption of values if needed

CLOUDSTACK-1636: Removed the concept of owner region.

Removed region_id from user/account and domain tables.
Removed forwarding of api calls to owner region.
Removed api_key and secret_key from region table.
Included related DB upgrade changes.
