1) Added API frameworks for the feature. New commands: * CreateVPCCmd * ListVPCsCmd * DeleteVPCCmd * UpdateVPCCmd * CreateVPCOfferingCmd * UpdateVPCOfferingCmd * DeleteVPCOfferingCmd * ListVPCOfferingsCmd 2) New db tables: * `cloud`.`vpc` * `cloud`.`vpc_offerings` * `cloud`.`vpc_offering_service_map` and corresponding VO/Dao objects.
