incusd/instance/qemu: Fix publish of qcow2-backed volumes

On lvmcluster, the volume device holds a qcow2 container rather than
raw data, so exporting it with a raw source format produced images
containing the qcow2 container itself.

There is no reason for there to be any symlink within the instance metadata.
Given the number of issues we've run into due to symlinks in recent
months, let's add some extra checks/cleanup that will just strip any
symlink in sight outside of the rootfs.

VM offline resize event. This got caught by our daily VM tests.
