Extract getActiveAuthPlugins method to Plugins class 
Extracts the getActiveAuthPlugins method from the
PhpMyAdmin\Server\Privileges class to the PhpMyAdmin\Server\Plugins
class, rename it to getAuthentication and adds tests.
