Replace our mbstring polyfills with symfony/polyfill-mbstring
...
The symfony/polyfill-mbstring is anyway pulled in through Twig, so this
doesn't add additional dependencies.
Fixes #12386

Remove connect_type setting
...
It is really not necessary as MySQL decides connection type rather based
on hostname than on anything else.
