Minor code refactoring of Privileges.php ( #17993 )

* Replace escapeString with quoteString
This also fixes bug with $_POST['old_username'].

Move Routing::getCurrentRoute to ServerRequest
...
The route is retrieved from the request, so it makes sense to move the
method to the Http\ServerRequest class.
