Refactor PhpMyAdmin\Plugins::getChoice method 
Extracts the getDefault method from the getChoice method and adds a
getName method to the Plugin interface.

There was a ```if not visual_builder ``` that kept it from displaying. I did a search to see if that value is supplied and what it would mean.

- Add translations to "add tables from another database" : "None" > strNone
