fd9150460e Use fully CSS based icons

95b8235d4a Move sprites data caching to Theme class 
The data is constant for theme, so we don't have to deal with cache
invalidation in testsuite and in corner cases.

1b098c62cf Set $theme variable for use by the themes CSS 
This way the implementation detail such as storing the theme in the
session is hidden from the themes. See #13492
